We should bemoan the fact that the N Korea problem could have been addressed years ago, if only Bush wasn't wearing Saddam colored glasses.

Make sure that they aren't doing it intentionally to provoke war with us or any other countries. If they are, sanction them. Either that or provide some incentive like the one that is being currently discussed with Iran.
