It's a posh building on Central Park West, on 90th St.

It has two-towers and is where wealthy actors, singers, etc. live.

Just a bit less snooty than the buildings across the Park on Fifth Ave.

It's redundant, that's what it is. "El" is the Spanish word for "the" so that means "the the City of Gold". It sounds like maybe it's a casino or something, but I don't know except for that the name is silly... sort of like how many Americans like to say "with au jus" even though "au jus" is Frensh for "with sauce" or "with juice," so the "with" is already there.
