I think we need to plug the leak and start the employer databases everyone knows we need. The larger the number gets, the harder it is to give amnesty. It is a HUGE drain on education and services.
Border security and set up enforcement and dismantling of the employment and benefits magnets that draw them here. While that is being discussed lets figure out how to offset impacts to education and health services from amnesty and/or any guest worker program.
The ones who benefit (the employers) should foot the bills.

No....criminals should not be rewarded for breaking the law. Then how about amnesty for bank robbers....can they now keep the money?
