if a personal bank changes ownership and name, are the account holders required to sign new signature cards?

in texas, or are are the previous bank's signature cards transferable to the new bank? if so where is this info. documented? exactly?

no - when a bank goes under new ownership all signature cards are now property of the new bank to help serve its customers
