I can't tell you the best happy hour, but the best drink by far is Trudy's Mexican Martini - which has not been sufficiently duplicated by any other restaurant. And they have decent happy hours. http://www.trudys.com/

The Roaring Fork on Congress has the best bar menu in town and great happy hour drink specials that include some creative martinis.

casino el camino on 6th!! they also have the best burgers. i drive there from san antonio for thier happy hour... coyote ugly is next door!
