Eye contact is probably the first sign that will tell you whether you stand a chance. When you have it, smile, not too much, try a cheeky, shy smile. But be aware of what the rest of your face is saying. Practice in the mirror first and ask yourself - Would I fancy me?
You also need to have some confidence, make conversation with him. Don't focus too much on a particular subject and make sure that you are not too vague either. If you have a shared interest, it is safe to talk about this.
Depending on how he reacts to you, you should know whether it is safe to take it to the next step. If you have the opportunity and the mood is right. Kiss him....DONT KISS HIM IF YOU ARE UNSURE OF WHETHER HE LIKES YOU...ONLY DO IT IF YOUR SURE.
If the timing is not right, then you MUST wait. Laugh at his jokes (these are not necessarily knock knock jokes) he might say something and snigger afterwards, you should too. Don't over exaggerate though. Also show him that you have a sense of humour - try to get on with him, make him feel comfortable around you.
Once you are comfortable with him and he with you, it should happen naturally...REMEMBER, do not rush, it does take time...you don't want to come across as a s***.
If you think this guy likes you before you do any of the above, you can always let him know that you like him and then do all of the above in time.
I am not an expert, though I do enjoy a little flirt now and then...I must say though, it does depend on the people involved.

Find a subject that he is interested in and use some double entandres. Most if you smile and it is genuine it iwll work. We are basically insecure individuals that getting attention from a cute girl always works, just don't be to serious and give him a good stare....

Wear your best outfit so you feel really confident. Look at them and when they look up at you , glance away like you are kinda shy. Then when they look again, make eye contact and smile!!
When you talk to them laugh at their jokes (if they are funny) and touch them on the forearm. Smile a lot and bat your eyelashes. Give them compliments (sincere ones) and flip your hair over your shoulders.
