Consider the amount of staff needed including all the overhead staff - salaries plus excess costs for social welfare and so on. The college needs a building, all kinds of facilities, materials and insurance. The teachers themself need regular training themselves - all costs a lot of money.

Because college, like anything else, is a business. Colleges do not care about your grades or if you learn, but if you can afford it.
College degrees do not guarantee a good career, they open the doors to good careers. I know many college educated people without great careers, or have careers they do not want, in a field they did not study.
The key to success today is a padded resume. Experience AND college. This is why so many college graduates are enlisting in the Army. They are guaranteed experience and training.
