You need to talk with your husband and discover just why he doesn't want another. He could be also suffering from post traumatic stress.
If you can't sway him, it would be just as adopting a child, without both parents wanting one..
.I actually did get a dog when my husband was objecting. I was forever sorry, as my normally very sweet and patient husband always hated and resented that dog..
He felt that I had no consideration for his feelings, and the pup was just a symptom of an underlying disrespect. (it wasn't, it was just love at first sight of the dog)
Anyway, if the problem isn't resolvable, Volunteer at a local shelter...they always need volunteers, and your husband will see how dedicated you are to loving dogs, and he may yet come around.
If he doesn't, you will at least be fulfilling your need to nurture, and making life better for many pound puppies.

He's right you are not responsible enough to have a dog. Look at the last one you couldn't be bothered with him after he was almost killed and now you want another. Bad idea.
