I would guess that it is something required in the building code. However, it does make sense to have the locks available in case of crime (keeping others away from a possible crime scene), looting (harder to enter if doors are locked), or if the business fails and the stored is closed.

Two reasons:
1. If the clerk needs to take a break (such as bathroom) and there is not another clerk there.
2. If the store is robbed, the clerk will lock the door after the robber leaves until the police arrive.

The locks are put there for when the clerk needs to attend to human elimination needs.
