invite her to have a bite or something that doesnt look like you are asking her out for a date, and then be a super gentleman and have a little chit-chat then in the end tell her you unbelievably enjoyed your little chatting and ask her if she would want to go out with you.
if she says no, respect it. Just say "oh, maybe some other time". maybe you could give something as a token of appreciation for having a wonderful talk you had. not a flower just a little something.
if she says yes, then plan the date. dont go to a restaurant. do it on the rooftop or on the garden or anywhere its only the two of you underneath the sparkling stars on the sky. of course you fetch her from her house and bring some flowers. red roses tells something that you love her, white roses tells that you have the purity of heart and you have clear intentions on her. never give a yellow rose. give her three roses, it says i love you. when you see her act as if you were stunned to see her like shes the most beautiful creature youve ever seen. again be a gentleman. open the door for her. and when going up the stairs always let her go first and when going down, you go first. That is to break her fall if ever it happens. In crossing the street, hold her arm on the elbow part and hold it until you have crossed the street.
when talking, let her talk and just listen. comment only when you have to. make it look like you are very much interested in what shes saying. after the night, take her to her house and say goodnight. if she couldn't wait to get inside the house, dont push it hard shes not interested in you. if she stops and talk to you for a while while shes playing with her keys, that means she likes you and it might be your lucky night to have the kiss but be very gentle on the first kiss. the next morning, send her a flower with a note that says "thank you for a wonderful time i had last night".

It all has to do with how you feel about her. If you think she is special then tell her. After that it's how she takes.

Only do this if she truly is special AND, she is good to you!!! Also, do your actions say the same thing? If not don't bother.
