no, you aren't going to hell. at least you told them (mostly) what happened. (that it got hit by a car.)
and, yes. i did the EXACT same thing a few years ago. my neighbor's had 2 cats and they were both outdoor cats, so they came over to our house a lot. i almost felt like they were our cats. well, one day i was backing up and i guess Skater had been asleep under the car. i ran him over once and started screaming so loud. i freaked out. i ran inside after seeing that he was still alive and told my parents what happened. my dad called my neighbor and he came over. luckily, he wasn't mad at me. from my sobbing it was obvious that i didn't mean to do it. (what sick person would?) well, Skater wasn't dead, but he was having seizures like what you described. so, the owner of the cat actually went back to his house to get his gun. at that point, i ran inside the house, into my bedroom and turned on some music. i never asked, i never heard anything and hopefully i can just accept that he died a tragic death at my hands. i still have guilt, too. it will fade. he's in kitty heaven now...
if it will make you feel better, you could get her a new kitty. take her to the shelter and help her pick one out. you may want to run that by her parent's first. and then they may question why you seem to care so much. hmm...in that case, you may have to tell her parent's that you felt so much guilt that you couldn't tell the little girl the whole truth. they will understand, i'm sure. i hope you feel better, darling.

I never have. I bet you are going to have a hard time sleeping until you come clean on this one.
Maybe you could take the daughter to your local shelter and let her pick a new cat ( will never truly replace the one that is gone). Of course you will pay for it. I would tell them the truth about what happen and that you feel terrible however leave out the part about the suffering. I think that you should do this as soon as possible and just explain that you lied because you are new to the area and scared about how they would react..

No, you won't go to hell. I think your best bet, to maintain your relationship with the neighbors, it to take the little girl and help her find a new cat. I guess it's OK to tell a little white lie and don't admit that you did it...that's up to you, the damage has already been done and it's your conscience. See if the parents will let you take their daughter to your animal shelter and get her a new cat. I think everybody will be happy then.

Calm down, dear. It was an accident. We don't go to hell for accidents. I would consider telling the neighbors the truth, though. Have you thought that maybe someone could have seen you? I would explain to them how the cat was under your car and you didn't see it. Honesty is the best policy. They will understand.

That's a horrible situation to be in...I think you did the right thing by telling them about it, rather than leaving the poor thing on the side of the road. They have to take some responsibility, though, because if they are letting their pets roam free, things like this are going to happen.

You ran over the cat but it was their neglect as pet owners that ultimately caused the death. If the cat was in the house or in it's own yard none of this would have happened.

I ran over my own cat once. It was horrible!!! But he actually ran after my vehicle when I was backing out.
Be honest with your neighbor and offer to get a new kitten, if that would make you feel better.

Wow, bad situation. I've bumped into a dog but was going so slow it was fine and walked off. Bring them a cake or something as a gift.
