Cover the counters with aluminum foil. Cats hate stepping on it. Also, when you catch him or her, make a loud noise and scare him, and spray him with a water bottle. That doesn't hurt them, but they'll remember.

Squirt Bottle when you are home and able to watch him/her.
When you are out or away, cover the counters with aluminium foil that's been crumpled up and then laid back down. You'll only need to keep it there until the cat learns that the counter is inhospitable.
You can also put carpet runners, the plastic ones with the pegs on the underside, face down (pegs up) on the counter instead of aluminium foil.

Get a spray bottle and fill it with water. Say no and spray the cat everytime he gets up on the table. If that doesn't work after a while, try adding a touch of vinigar or vanilla flavoring to the water.

most cats stay on refridgerators and counters to watch their territory but they hate water so instead of buying a water gun use an old 409 cleaning bottle and fill it with water. cat arent as smart as the average joe and cant remeber anything so it'll probably take a while to train it

i use a spray bottle, have since they were both kittens and now they run at even the sound of the water shaking, i rarely have to squirt them, taco on the other hand loves to be on my counters, so i leave a spray bottle on a counter in a different spot, i just move it each time i hapen to be in the room, seems to work, until the birds get in the window, and then i just cut my losses....good luck

Ive used foil and the water and also double sided tape on top of my taller cabinets....they hate the feel of the tape and you can leave it on places that are above eye level. But the spray bottle works well for all discipline...I make a "psst" sound when I spray my cats and now that sound alone works 90% of the time.

Water bottle with Eucalyptus oil in the water. You can also try putting rocks in a soda can and throwing it in the direction of the cat (but don't hit the cat with it). They hate the sound of the rocks rattling around in the can.

They're like little brats. I will catch my cat on the counters still but when they see me they jump off, knowing it's wrong. They're funny!

Every time he up there, put him on the floor and say no. My cat knows what no means hard sounding voice or get a squirt gun.
