Get a product called Advantage either from the vet or Walmart. That will get rid of the fleas better than shampoo or anything else. He is probably allergic to fleas and really reacts to the bites. It lasts for a couple of months and then you have to reapply the Advantage. The fleas are probably in your house by now, so you may want to fumigate, but the Advantage may work on them because they bite the dog and die without reproducing. Try an anti-itch shampoo to make him more comfortable while he is recovering from the bits he already has.

The problem could be many different things. He could have dry skin, some sort of skin irritation, hot spots or fleas. If he's scratching his ear it could be from a wax build-up causing an irritation which should be looked after by a vet. My dog has that problem now and I had to get ear drops for her as she's scratched her ear a bit raw inside. Regular flea collars and flea shampoos are not that good. They generally don't kill the fleas, eggs and larvae. The vet has the drops that you put on the back of their neck and they get rid of them all. Good luck.

there is a reason your dog is scratching. it could possibly be dry skin and anything that is for ticks and fleas--- like a shampoo is just gonna make it worse so I would suggest stop using that stuff. also are you sure he doesnt have fleas?? my parents dog was out in the yard the other day and he got bit up by some ants and that made him itch to the point that his fur was falling out in a few spots. if you have already taken your dog to the vet and that didnt help at all i would suggest getting a new vet.

honestly i can't say i 100% believe you went to the vet cause if you did they should have mentioned allergies which could be a big probelm for your dog. Try giving a human Benadryl: 1 capsule for a little/medium sized dog, 2 capsules for a large dog...twice a day. it may make him sleepy but thats ok. If you really DID go to the vets, go to a different clinic and get a second opinion.

what did your vet say? it sounds like it may be allergies in which you would have to treat him with medication from the vet and maybe have your vet put him on Z/D food. sometimes it is a trial and error to see what the alleric reaction is but alot of times if a dog has allergies they are allergic to everything! and depending on the type of dog, like labs are prone to skin problems. and if the flea med isnt working switch to another.revolution is my preference there is also anti-serum but its expensive

It sounds like he's allergic to something in your house.

Try to find out what he's laying on to sleep or where he may be lying down in your yard.

I've used vegetable oil to coat my dogs skin to relieve some of the itching.
