I am seeking this information for a woman (British) who is now in her 90's. She believes that this David Barclay was an ancestor of hers, that he, too, was British, and was sent to New Jersey by the British government to serve as governor.

I found two references that might be what you are looking for:
The Wikipedia article on Robert Barclay mentions his father David Barclay. Robert Barclay was governor of East Jersey 1682-1688.
The Duke of York's Confirmation [of New Jersey] to the 24 Proprietors: 14th of March 1682 names David and Robert Barclay. So it appears that both father and son had some connection with the government of New Jersey in the seventeenth century. East Jersey, together with West Jersey, was a distinct, separately governed Province of New Jersey that existed for 28 years, between 1674 and 1702. Its capital was located at Perth Amboy.

In my expereince, the ones with notes and sources are more reliable than ones without. There are check boxes for each in the search specifications. You'll need to limit the number of hits you get via the birth year, death year or spouse's name.

You can limit the hits to those with descendants, too; with luck his GGG Grand son will be her GGG grandfather.
