Primary 3 in Singapore, is it equal to grade 3 inthe USA (age 9)?

No, it is not. It is equal to grade 5 in the USA.

In the US, third graders are usually about 8. Traditionally, children begin school the fall of the year they turn 5. So, the age ranges usually go like this:

Kindergarten = age 5-6
First Grade = age 6-7
Second Grade = 7-8
Third Grade = 8-9
Fourth Grade = 9-10
Fifth Grade = 10-11
Sixth Grade = 11-12
Seventh Grade = 12-13
Eighth Grade = 13-14
Ninth Grade (freshman) = 14-15
Tenth Grade (sophomore) = 15-16
Eleventh Grade (junior) = 16-17
Twelfth Grade (senior) = 17-18

Different cities and states break their grades up slightly differently, but overall this is how the schools are split:
Elementary Schoool = Kindergarten through 5th grade (sometimes 6th too)
Middle School (or Junior High School) = 6th through 8th grade
High School = 9th through 12th grade

Well, 3rd Graders in the US school system are aged between 8-9 years of age which is our equivalent of Primary Level/ Standard 2-3... so I guess you can say that, lol.
