Different metabolism may be the reason. Or she's sneaking food when you aren't around to see.

I'll assume you're identical twins otherwise this would be a dumb question. If you are genetically identical you won't be biochemically different, even metabolically. This is why twins raised in sperate households have about the same weight, wether it be normal or obese. There is some variation, about 25 pounds or 15% of wieght. This is thought to be the part that environment contributes to.

Even though your environment is very similar, it's impossible for two people to eat and exercise exactly the same all the time. Subtle differences can add up over time. You may be taking smaller servings or putting more energy into your exercise. There could also be something effecting her hormones which is not affecting yours thereby altering her metabolism.

Here is what you need to do, if you are serious about losing weight and keeping it off. Eat 6 small meals a day about every 4 hours. Here what that will do for you, your metabolism will increase (i.e. Loose weight) and you will have more engry. If you go on a diet and eat less, your metabolism will slow down and store to fat. That is why diets dont work. Only the size of your fist, carbs (examples:baked potato, pasta, oatmeal, beans, corn, melon, apples, fat free yogurt, whole wheat breads)in one and protien (examples:chicken breast, swordfish, shrimp, turkey breast) in the other. You can also eat vegetables and salads with any meal, they dont have none or little fat). 30min cardo exercise every day. Any of these(examples: walking, jogging, swimming, running, biking, ect), Monday cardo, tues upper body (arms: curls, tricep extensions, pull ups, front press)(abdominals: leg pull crunch, leg raises), (chest: bench press, butterfly, pullover)(shoulders: front press, arm pullover, cross county skier machine)(back:seated row, lat pull downs, back extension)(YOU DONT HAVE TO DO IN ONE DAY, mix it up) wed cardo, thurs lower body (legs: leg pull, leg press, squats, lounges) fri cardo, sat upper. Sunday eat anything you want and dont exercising, you do this on sunday so your body doesnt go into starvation mode. YOU NEED TO TAKE SUNDAY OFF. If you stilck with this you will have a great body. also drink aleast 8oz of water daily! Stay away from Mcdonals, Wendys, ect because there is nothing good for you on the menu's even the salads are bad (beaon bits, cheeze, dressing, ect) Good Luck :)

Assuming you truly eat and exercise the same, you may have simply different metabolism. Is she a morning person or night owl? Are you the same? Either have medical conditions are allergies?

Many previous answers referred to term metabolism. Metabolism does not mean only digestion, but creating blood from the digested food, transforming sugar to energy and storing energy in the chemical form etc. This is the job of liver, and it is impossible to loose weight by any physical activity, unless liver has the capability to burn the fat. IT is both fat generator as well as fat burner.
In your case, the livers ability is different slightly, despite you both being twins.

If you wish to loose weight, you must convert liver to fat burner. How to do it? see:

I don't think so, I think your sister is what I call a "sneaky eater" you never see them eat and when everyone else is eating they may even eat less or not all. but don't be fooled when no one else is around and she is only with herself the frig and her food girl if only walls and plates could talk. oh my, would you be surprised.

Your metabolism is probably faster than hers. Your body is able to burn through calories faster than hers, so you don't gain as much weight.
