It is supposed to work the pectorals, biceps and triceps but it is not a very effective exercise. For most people the bicep gives out before the other muscles even get a good workout so you may as well call it a bicep exercise. However if you have no equipment at all its still better than nothing and you can do other exercises to hit the other muscles better.

Pushups is usually done for the chest and triceps. Biceps are also worked out.
Try a set between each set of another exercise for the chest and triceps. (Or back and biceps on another day).
Pushups can be a great exercise, primarily because your body is using its own weight as resistance. Try some variations like your feet up on a bench to increase the resistance from the mechanical decline. Try it with each hand on a medicine ball (feet on the floor for this one) for increased work of the stabilizer muscles in the arm and chest.
