I don't agree with either, but I think that leaving a flag out in all weather and then letting it hang in tatters or dirty is worse. I feel that way because burning a flag in protest is a statement. The person doing it at least cares about what the flag symbolizes and is trying to make a statement by destroying it. Someone who leaves a flag out to become torn, tattered, dirty, etc is doing the opposite of what they are trying to do. They put the flag up in the first place to show their pride then by letting it get worn they are showing how little they actually care about it and what it stands for.

Personally, I think that neglect is far worse, because it shows that the person simply doesn't care about the flag, or the country that it stands for. Regardless of your stance on flag burning as a political statement, those that protest do so because they fervently care about the direction of the United States. You may not agree with them, but at the very least they are trying to make a statement that will improve the country.
By leaving the flag out to be slowly destroyed, people are doing far worse- not only are they not trying to improve the direction of the country, they can't be bothered to care about their representation of it.

Keeping a U.S. flag flying in all types of weather is fine. it should be replaced when it becomes tattered or worn, but there is no hard rule for that. A flag can be flown twenty four seven, as long as it its illuminated at nite. If the flag is to be replaced, take it to your local VFW, or other group for a proper disposal. Which is most likely to be burned, but with an appropriate ceremony.
Burning a flag in protest, in my opinion is disgusting.
If you want to protest the government, go out and vote.

Dang, when that flag is dangling and worn you know there's a chance it coulda been in a war zone, that'd be cool, especially if it had like some blood on it cus it was used to stop the bloodflow from a wound of some POW. superpatriot dude there. Oh, the worst thing mighta already happened before you even hung it up though...it was made in a Chinese sweat shop.

I think the sin of complacency is worse. If you are burning it, at least you recognize it as something that should be respected. If you just leave it out in all weather and in tattered disrepair, then you don't even care enough about it to hate it.

I don't know if one is worse than the other. There are certain codes to follow when handling the American flag and the code would be broken in both occasions.
