I think one of the most fun websites for altering pictures is www.photocrazed.com you can use however many pictures you want and they will turn it into pop art for you. There are many different types of options to choose from so you get a completely custom piece of art. The only problem is that it can get kind of expensive but the results are worth it.

The best option I would suggest it to learn to do it yourself. Adobe Photoshop is by far the industry leader in graphic design. If you aren't interested in purchasing and/or learning the software yourself, there are graphic artists out there for hire.

Lots of places. Depends on what effect you want- watercolor, oilpainting, half tone, monocrome, pixelated, comic book, etc. You need to be more specific. Prices also vary accordingly.
