Well it depends on how old he his, if hes really young then tell your your parents but if hes a little older you could threaten him with telling the police this normally worked on my neighbor and he stops, even better if you know any police officers then get them to come round and speak to him, allot of young people have respect for people in uniform. I don't believe in hitting children. You may need to remove the dog from the family if he persists because he may be fine now but one day he could turn on your brother and this will could be very bad for the both of them, with your brother with a serious bite or worst and with the dog being put down which is something no one wants to happen. Or try bribery.
I hope it works out for you and the dog.
Sorry couldn't be of more help.

If he's hurting the dog, he needs help and professional counseling. He's angry about something and the poor dog is the only thing he can vent his frustration on. He needs to learn other ways to communicate his feelings. First, tell your parents. If they won't do anything, talk to the counselor at your school. If you don't get any help there either, then call the humane society. Maybe they can send someone to talk to your parents or send them brochures on animal abuse. Kids who abuse animals often grow up to abuse other people in their lives.

Knock your bro on the head, strip him naked, tie him up and cover him in dogfood, then invite all the neighborhood dogs over for brunch

you must tell him to stop, if he continues start punishing him, tell your mom/dad/guardian about it, if he continues I'd take him to the Doctor and see if he needs meds, my lil bro did cause he kept trying to kill our cats, he's fine now
