They get pretty big, and droop, seem very full. This lasts for a while, maybe a couple of weeks and then goes back to normal. She doesn't seem to be in heat at the time. She has done this 2 or 3 times.
Also, how many times a year does a dog go into heat?

she may be going through a false pregnacy it this occurs after her normal heat. this is a common occurance and may be checked out by a veterinarian. the normal heat cycle starts one the first day you see blood and then there is a period from around the 8th to 10th day which the female is ready and willing to breed this last about a week. Following this is a quieting down period (this is when the false pregnacy simptoms may appear. after about two months there is aproximately a three month period when the female is not in heat. A female dog can go into heat every six months depending upon the health of the dog. this can be longer.

They go into heat about once every six months.
Your dog may be having a "silent heat" they have some symptoms but not all and do not really want to breed.
Her hormones may be a little off key and casuing the problems.
If you are not going to breed her have her spayed as it will reduce her risk of mamary cancer.

It sounds like it is a fluctuating hormone cycle.
Could be dietary induced.
Maybe someone gives her plenty of massages.
My **** would get aroused if they get played with.
Heat ?
Read up on a good dog website.

an infection, mastitis, maximum cancers, tumor - Get her to the vet to be dealt with - you wasted some distance too a lot time now getting it regarded at. And spay her at contemporary. If its maximum cancers or tumor it would want to have spread elsewhere through now.
