Which city, of those three, has the best? And would you absolutely need a car in any of those cities if you were to live there?

Well, I dont know where you are from...
But compared to Asia, the public transport in New Zealand sucks.
I will give you a rundown of public transport in Auckland.

There is NO SUBWAY in Auckland the only 'sub' part of the TRAIN in Auckland is the inner city terminal. It advertises that it runs 'efficiently' but it's always late, and if you want to be somewhere on time, I suggest you get a move on and leave for at least one train time earlier than the one you thought.

Buses don't go everywhere, so expect to do a fair bit of walking unless you are fortunate to live on a main road.
Fortunately you are able to buy 'transport cards' which can allow you to choose from one of three options, basically if you arent going too far (e.g. 3 stages) its about $80 for a month, but can get more expensive the further away you live.
Generally they stop around 11pm or midnight, again the further you live, the less frequently they will go.
One time I didnt even live that far from the city, and on Sundays the bus ran every 3 hours, and finished at 9pm. There is no train on Sunday either.

Taxi's are choosy about where they will take you, if it's not 'far' enough, they just wont take you. Tough crap, wait for another one. The basic fare is around $2 depending on which company, and Taxi's are VERY expensive. Cheaper in Auckland than other parts of NZ though.

Possibly Wellington would be the best, they have trams, buses, taxis everything. Not sure about prices and frequency though.
Can't really imagine Nelson having a very efficient public transport system, however I guess anything is better than nothing right?

It would depend on what you were wanting to do... public parking is a mission in Auckland city, and ridiculously expensive... however having a car is very handy. Even if just driving to a convenient bus stop. I never bothered with a car in Auckland, but I would frequently use friends cars... I hated the public transport.
Any other non major city in NZ, yeah, get a car. Even traveling from one city to another takes longer than necessary.

OH, just to set things straight, im a NZer.. I just dont agree with their public transport system.

You could get by without a car in Auckland or Wellington but less so in Nelson. Christchurch also has quite good public transport; buses and trams. In NZ our car ownership figures are as high as in the States. Our population is too spread-out and small for a decent public transport system to be affordable.

in aucland...its mostly everyone rides the city bus and takes the subway trains..after school me and my mates just take the subway train everywhere..i really do miss nz..

In Auckland and Wellington it is quite good, there are suburban trains also. At Nelson... I don´t know.
