Plato. An ancient Greek Philosopher after my own heart lately. and yes, the idea isn't entirely and uniquely his, the notion of "speaking things into existence" and "as it was written, so shall it be", can be traced back at least as far as the early days of ancient Egypt, back when the first pyramids were being built.
It isn't a new idea, the notion that a human becomes what they think about. Plato's twist on it was to turn it into the first edit of "So Be Careful What You Wish For."
