I see trash all over the highways, and often see people tossing trash and paper out car windows. They are usually too far ahead to get a license plate number, and even if I did get it, nothing would probably be done. And Usually no cops are around when they litter. So, how can this be stopped?

If you can, capture them on a video camera. That would be enough evidence to convict them, and with steep fines, I am sure the law would prosecute them.

We may not stop anyone except ourselves. The laws are written to control the behavior of society. More laws wouldn't change anything. Influencing young attitudes on littering may be a good way to help people become considerate towards environmental issues. Keeping our living area clean discourages littering. Ultimately a person may only control him/herself.

Raise children with values. Instill them with the knowledge that the environment is something we have to care for, and that selfish actions have consequences that hurt everyone.

We need to pressure our city and state governments to support tighter enforcement.

Making them pay a fine when they are caught.
