my ex girlfreind is in the navy and we have been talking on the phone talking about gettin back together but every time i call her she does not answer the phone or my text message at night i feel like she is with someone else but she tells me that she is not and she never calls me what should i do or say to her should i just let her go ?

Let her go. It will be hard, but you need to move on. If she really wanted to get back together, she'd make some effort also. Not being around makes it hard too. Just a question, but is she in Hawaii right now because I know three people in the Navy and they are all in Hawaii.

Cut her some slack, she's in the navy! It's not like she's sitting on her *** all day tending to her manicure, able to answer the phone to her will. And at night she might be too tired.
If it really botheres you ask her the next time you do make contact. (in a non accusing way off course)

If she is in the navy, she probably doesn't have a whole lot of free time. If you don't trust her, then what is the point of being together. If she says she not with anyone else, then she is not with anyone else.
