I am trying to use a French TV with a British satellite receiver

Your problably using SECAM and the signal in the UK is PAL.

SCART is a component video signal, with multiple wires carrying the video signal (so it for sure ISN'T an RCA-type plug).

SCART has lines for RGB, lines for S-Video, and lines for a composite signal. I haven't been able to find out if the composite signal is NTSC or PAL, but I would guess PAL since it's a European standard.

SCART has everything, but you will only use a few of the wires at any time. You should get a SCART-to-S-Video convertor or SCART-to-RGB or something like that. One thing about SCART, however, is that it uses television sync frequencies, but today's computer monitors require much higher frequesncies, so SCART to VGA requires a lot more electronics to get it to work.

If the SCART cable is able to plug into devices from the same country, i'm 75% shure it will work. If it looks like an RCA (The kind with the sleeve and thing jutting out of the middle on the cable, or a hole with a metal ring around it and filled with colored plastic on the device), of course it will work!
