If I want to breakup a file in to smaller sized parts then send it to someone. What program should I use ? How will the other person be able to re-join those ?

Your question is incomplete as you have not mentioned the format of the files you want to breakup.If you want to send video files to someone as an E-Mail attachment,then either you can compress the files using Windows Movie Maker and send them or you can break the large file into smaller fragments using the softwares like "VCD CUTTER" or "Windows Movie Maker" and send each smaller file separately.It is very easy to use these softwares and in case you have any problem,refer to help by pressing F1 key.The recepient can re-join these files using the same softwares.

First decide how many parts you want to send. By page or subject headings. Save the original file to a different file name. Name that file Pg1, or part 1.
Save it again to file name, part 2 or pg 2.
Repeat as necessary.
In file pg1, delete all except the part you want to send.
In pg 2, delete the part in Pg1, and delete all except the part you will send, as pg 2.
Repeat as needed.
The recipient can download all the files and copy pg 2 to the "end" of pg1, copy pg 3 to the "end" of pg1, etc.
If this is Excel, remember that when you delete formulas, an error may/will occur in the formulas. Correct all this before sending.

WinRAR - you can set the size of files. If you make the archive "Self-extracting", the first file will be an .EXE, the person just double-clicks and sets where the file should be reassembled. All parts must be received first, though.

winzip is good but hard to use. Win RAR is a lot better. Download it from http://www.download.com
