I have done this for my wife numerous times and she has yet to return the favor. She was a virgin when i married her and says she is scared. She thinks that she won't do it right or that I will laugh at her.

If your wife is uncomfortable with it there may not be much you can do about it. It is fair for you to end oral on her if she refuses, but only if she is doing it for petty reasons. If she is genuinely scared to do it relax and drop it for awhile. Putting pressure on her isn't going to make it happen any sooner.
