Click the cell. Right click your mouse. Select the format cell. Window ill pop out, then you can select which format you needs.

Hopefully column G is empty. If not, use the next available column.
Let's say the 1st score out of 70 is in F6. Highlight G6 and type =F6/70 then press Enter
Highlight G6 again and click on the % sign you should find in one of your toolbars. This will change the value to a percentage figure.
Highlight G6 again and move the mouse to the bottom right hand corner of the cell until the cursor becomes a + in black. While it's like that, drag the mouse down column G until all the values in column F have percentages for them.

The way that I would suggest would be to have to conversion happen in the next column. You would input the following =A6/70*100 (where A6 is the cell with the mark in it.) You would then highlight the all rest of the cells in the columnn including the one with the formula and go Edit Menu, select fill>down to put the formula in all of the cells. By this method you will have colum F6 which will still show all of the scores and column F7 which will show the score as a percentage.

You may enter the mark in f5 (or any other column) as eg. 30 if that's the mark out of 70, and then place a formula in f6 using the following steps :
(1) select f6 and type =f5*100/70, then hit the enter key.
(2) any figure you now type in f5 will show as a percentage in f6.

In a separate column of the table, type in this formula +((F6/70)/7)*10 . Format the cells in that column so that the number format is in percentage.

To get a cell with the percentage calculated you need to write in the cell you want the results: =F6/70 then, with the cell(s) sellected, press 1 to see the properties of the cell(s) and change the type of cell to percentage, you can also use the botton in the toolbar with a % simbol.

right click on the cell and choose format cell and change on the list from general to number and on the right column scroll down to percentage
from then on all values in that cell will be %s or u can select a whole row/column to apply the same idea top a whole row/column
