Only if they get a criminal lawyer and get the charge overturned.That will be difficult and it depends on circumstances in the charge.
You can still apply for a green card,but once the litigators for INS look over the case,they'll probably take them to immigration court where the judge will probably issue immediate deportation.It all depends on the litigator looking over the application at INS.
There is a law that states that if a person is here for 10yrs before applying for naturalization,they can't be sent back.So even if the case goes before an immigration court,the judge can't send them back.So he would have to grant legalization.

No. I find it funny that a pro-illegal will defend ANY charge an illegal has on them. Why is this. BTW- if you HAVE a felony on your record, you were convicted, probably for good reason. One felony means you will never be naturalized. We have our own home grown criminals, we don't need to import them.
