i'm assuming that, if she's 13, you are also somewhere in that vicinity, right? if which case expensive jewelry, dresses, etc. wouldn't be a practical gift, yes? if you are at an age where you are easily affording these things, perhaps you might want a slightly more seasoned girlfriend, or retain yourself a very good lawyer. in any event...
if the budget is extremely tight, how about something that doesn't cost a fortune, yet may leave a lasting memory. from the few words you've supplied, you have remarkably successfully conveyed that you care quite deeply for this girl. this quality, along with many other good ones that i would venture to attribute to you, have also endeared yourself to her, i would suspect, quite thoroughly. what better, then, than to spend beautiful moments together?
for a "physical" gift (again, assuming a very tight budget here), write her a heart-felt poem - better yet, a letter - honestly expressing your feelings about her, and read this to her, yourself, at the right moment. this right moment may be during a dinner that you've set up, possibly in the middle of nowhere, or perhaps somewhere that has deep meaning for her. table, chairs, flowers. hang lights (you'll have to figure out how to power them). candles. the right music. concentrate on purple/violet, of course (for the flowers, lights, candles, etc., perhaps color of the paper/envelope of your letter to her). most importantly, spend "quality time" with her, and treat her like she were the only person in the world.
during the day, take her to somewhere (while not pricey) that you know that she's always wanted to go. spend the day laughing. again, for the day (and perhaps longer), she's the only person in the world.
for someone of your presumed age, obviously arranging transportation may be a difficulty. you'll have to take care of this somehow. perhaps you can do these things without having to travel (relatively speaking) very far. perhaps your parents can help out, perhaps an older sibling, an aunt or uncle. may be public transportation (if safe, and with your [and your girlfriend's] parents' knowledge).
anyway, my two cents.
i get the impression that you are both lucky to have one another. good luck.

Being 13, he isprobably both already into song, or is starting up to get severe about it. So, get him an iTunes present card in case you wanna bypass that route. Or, you should ruin him with affection and use the money on an pastime for both one among you that he may relish.
