Sadly, I think some people are just too self-involved and don't even think about the trash they leave around or the consequences of polluting. For example, some people throw out fast food wrappers and bags from their moving car down - right in the middle of the street.
Most people don't care that 1. someone has to pick up their mess or 2. that they left a mess in someone's front yard, etc.
It's all about thinking of their own needs (the need to get garbage out of their possession) before the needs of everybody and everything.

I am wondering about the same while I keep reminding my family members that we are recycling the paper, plastic and soda cans (and to put all these things in the recycling bins instead of trash baskets). Though no one would drop any kind of trash on the ground - ever (still talking about my family), they keep forgetting about the recycling bins in the back room...
Completely different case is a neighbor who keeps soaking the area in between the driveways with poisons to kill the weeds. Seems like he couldn't care less about the environment, alas he really enjoys reporting the neighbors to the City for just about any sort of reason.
The two examples are extremes. In general, my opinion is that not too many people give that topic a serious thought and simpy ignore the aftermath. Last but not least, human species (far too often) do not learn things (or change their habits) until they can experience the painful consequences on their own skins.

To tell the truth, people aren't interested in polluting their (farther) environment but carelessly want to "clean" their immediate environment, be it fuel exhausts, waste water or solid waste.
Few people are aware that any cleaning effort produces a lot of waste: usually waste water, solid waste, fumes, and always waste heat. Getting that oil stain out of the pants means getting the oil into the waste water, along with the detergent and several liters of previously pristine drinking water.
Even less people seem to realize that separating waste might make some of one person's waste another person's raw material.
So, the answer is lack of knowledge and interest and just general laziness and sloppy housekeeping, paired with occasionally criminal efforts to save money.
