Usually they are since the temp INDISE the body is too high for the sperm to live. That is the reason for the scrotum. It keeps the testicles cooler.
The retained testicles are also more prone to cancer and should be removed!!!!
If the dog was by chance NOT sterile, you should NOT breed it anyway, since this can be a condition passed on to the male puppies.

Not always.
The retained testicles are very prone to becoming cancerous and you should have them removed as a precaution.
Most dogs are sterile as the body temp is to high to produce sperm but not always so to be safe have him neutered.
