It's because people have two types of hair on their bodies. They both have different names, but I have drawn a blank on them right now.

There's the regular type of hair, such as what is found on your head, and it continues to grow at a regular rate. If you don't cut it, it will just grow and grow and grow. Individual hair follicles go through stages where hair grows and then stops for a while and then grows again, but because it's in a hair-covered area, you don't really notice what each individual follicle is doing.

The other type of hair, which includes pubic hair and underarm hair, as well as eyebrows, grows to a certain length, then stops growing. Even if someone never ever shaved their underarms, the hair would eventually reach a maximum length, then stop. It might become thicker over time, but the length would not continue to increase. Hair continually falls out, and then is replaced by new hair, so while the density of hair might increase, the length does not.

As you age, hormonal changes in your body often cause changes in how hair grows. It's very common for older people, both men and women, to have eyebrows that begin to grow longer than they ever did when they were younger. Also, you may notice that many older people, especially men, get hair on the outsides of their ears. That is related to aging and hormonal changes, and most people handle it by trimming the hair.

Eyelashes are a different type of hair. They are similar to the hair in your nose. They are structurally the same as hair, but they are designed for specific purposes, and they grow to one length generally, then stop growing. (Eyelashes are designed to help protect your eyes, and nose hair is something that helps protect agains foreign bodies in the nose and traps things such as dust and pollen). As they fall out, they are replaced by new ones which grow to the same length again, and the cycle just keeps reapeating. Both of those types of hair grow on mucous membranes, which is different from skin. Often, people have to trim the hair in their noses because while the inside of your nostrils is made up of mucous membranes, regular skin is found at the tips of the nostrils and wraps around to the outside. Sometimes hairs stray into the regular skin area, and then they begin to grow like regular hair, which means they will continue to grow in length and hang out of the nose, which most people find to not be an attractive look.
