It depends what you mean by inviting.
If you mean rape, then the answer is NO! Not under any circumstance.
If she is dressed like a hooker then yes, she is inviting a customer to ask her for a date.
The problem with that is most younger girls today dress like hookers. (sorry girls, but you do) Sexy dressing is one thing, but most go too far and look like hookers.

If your description of the dress is accurate, then by definition "provoking" means, according to the Merriam Webster Online Dictionary:
" to call forth (as a feeling or action) : EVOKE ... b : to stir up purposely ... c : to provide the needed stimulus for ..."
and "inviting" means:
"to offer an incentive or inducement to : ENTICE b : to increase the likelihood of"
According to the same source,"inviting" means "to cause or encourage the development of," and "provoking" means "" to act so as to make (something) more likely."
So it would seem that in some senses of the words, "provoking" does indeed entail "inviting."
There are no legal definitions of these terms in U.S. law dictionaries.

NO. Not neccessarily. A girl/woman will dress to feel good about herself. That in turn makes people around her feel good. Male or female.

It would depend what her intensions are....... Some women wore such dress just to look sexy and maybe thats her style... Some women wants attention or even more..

That's not always what it means, but men might think that's what it does mean so they try to get some and the girl's all 'Oh what do you think I am?! A ****?!' Um yeah, hello.

Yes if you didn't want them to look you wouldn't show it off.. Dress& act like a lady, you get treated like a lady.....

sometimes a girl could be more attention seeker but it does'nt really have to mean that she wanted to be touched when she wears this!!! Holy Girl!!!

abbsolutely wrong if a gal wear a provocking dress does nt meant tat she is inviting .she is wearing wat she want to wear .
