I would suggest visiting YouTube (http://www.youtube.com) and searching for "Miss Universe 1994". The search results I found include many video clips from the pageant -- practically the entire pageant in fact. On YouTube, you cannot download the video clips directly to your computer however.
In order to download clips from YouTube, visit KeepVid (http://www.keepvid.com). At KeepVid, you must enter the address of the YouTube video you wish to download. The site provides you with instructions on how to do this.
In order to play the video clips that you downloaded, you must have an FLV player. One can be downloaded at http://www.martijndevisser.com/blog/article/flv-player-updated

Actually I think it was the 2005 miss universe where you can see miss universe's panties. I hope this helps.
