You will need to calculate your Sun's position to find out which sign you were born under. If you are born at the very last minute of Virgo you are a Virgo and should focus on Virgo even though you sometimes feel like a Libra.
In Astrology you calculate the Natal Chart which is a symbolic roadmap of your life which describes your obvious potentials. At the same time you have a Progressed Chart which is continuously changing. This describes how you unfold as a person. The Sun moves one degree per year in the Progressed Chart, so if you were born a Virgo you would still progress into Libra when you were one year old.
This means you are a Virgo, but have probably felt you were a Libra at the same time as you connect with the Libra personality. Each sign is 30 degrees which means your Sun will progress into Scorpio when you are 31 and will feel comfortable with the Scorpio views.
