this is not an easy question although we are familiar with the common addition of numbers we cannot even be sure that 1's here refer to the familiar number 1 or the plus here refers to the familiar addition of numbers. You know there are many algebraic structures that must be considered. So if your talking about 1 that is an element of integers and plus an operation on integers then it is certain that one plus one is two. No doubt about that.

If it's simple arithmetic addition, 1 + 1 = 2.
If it's XOR addition, 1 + 1 = 0.
If it's AND/OR addition, 1 + 1 = 1.
If it's reproduction, 1 + 1 = at least 3.
How's that for confusing?

if one is a set and the set has n elements one plus one would be set n1 plus n1 if one is a physical entity that can be described with numeral(s) it would be weight plus area doubled if one plus one is a economic value it is value doubled /basically one plus one is a double quantification of numerical value and if the numerical value is descriptive it is the proprties of the object double i.e. in fission e=m*v2 +e=m*v2=m**v4=e2
