As far as I've read, memory is only affected while on marijuana, ex: If you are high, you might have a hard time remembering what you ate for breakfast, and when you're sober, you might have a hard time remembering what you ate when you were high. If you did something sober, and are sober when you're trying to remember it, marijuana should have no effect on your memory.
I personally believe that marijuana does make a person smarter in a way. It can aid in problem solving, and creativity. It doesn't make you do math problems any faster, but it can unlock your mind. Your brain has been programed with rules through your experiences in life, and marijuana can make you look past these rules and percieve things in a way that you never have before.

Nonetheless, the new findings contain good news for the medical marijuana movement, chirped a press release from the Journal of Clinical Investigation, which is publishing the study on new brain cells.
Most drugs of abuse decrease the generation of new neurons [cells] in the brain, the statement continued.
But the study by Xia Zhang and colleagues from University of Saskatchewan in Saskatoon, Canada, found that rats getting regular doses of an artificial version of a potent marijuana ingredient grew new brain cells faster than other rats.
The new cells grew in the hippocampus, a brain area associated with emotional expression and some aspects of memory formation.
The rats also exhibited less anxiety- and depression- like behavior after a month of the treatment, the study found. The findings are to appear in the journals November issue.

A - Guy who does not smoke marijuana but does not read or study or experience life. He prefers to sit all day and just play some MMORPG without care.

Who do you think will be smarter in the long run? Surprisingly, the answer would most likely be B since the person actively challenges his brain and keeps his mind active.
Realize however, if B were to be compared to

Most likely, D would be smarter since the time B spent worrying over marijuana, smoking it or "hiding it and procuring it", D could have spent that time learning a new thing or reading a new brain-growing article.
Marijuana is more likely a deterrent to brain development than it is an enhancer to its production.

My dad is an idiot, he uses it 3 times daily. He is most certainly "dumbed" from it. I have done it about 10 times in my life. I would say that all I learned about was what it is like to be on marijuana. I definitely don't gain any new insight on subjects, besides trivial things. So... No.
On another note, Steve Jobs CEO of Apple computers said LSD was "one of the 2 or 3 most important things I have ever done in my life". Some sort of enlightenment or new perspective must have come from the experience.

Marijuana use actualy increases the seperation of the neurons in your brain. The net result is that it is more difficult to string together complex thoughts, but may cause some cross synaptic activity that may appear creative at the time. long term use produces memory loss as the synapses seperate to the point where memory is affected.

No, it doesn't make you smarter in the long run!!! The more you smoke it, the more brain cells you will kill. In the long run you will be unable to function at your full capacity.
