Goto Myspace.com and sign up for a profile. Now you have a website! If you want to actually create a website you can do something with, it's much more complicated. You'll need photoshop to either modify a purchased web template, a basic understanding of HTML so you can figure out what's going on, and know how to use FTP to upload files onto the domain and hosting you just bought purchased for $99/yr (www.ipowerweb.com, www.hostexcellence.com, etc.).

Frontpage is easy to use and will work with yahoo, there is dream weaver a little more advance, check out web hosting services first they will tell you what programs work with them and you can decide from there what suits you best, if you are asking who can build one for me do it your self unless you can get some one to do it for free, cuz if you pay for it it will be expensive, give it a try its easy to do it your self

Web page can be designed in many ways.. first u should know HTML if not u can do it in many other ways ... like open Ur MS Word click on view and select Web Layout and in the insert anything u like in the work space and save it as a web page..
or u sing front-page u can do it ... or using dream-weaver u can do it... and in many more ways.................

u can try yahoo geocities,
it is based on wusiwyg concept
means what u see is what youget
u dont really have to know html or java script,,
u can also try a a free version of web page maker..
which i use all the time

if u get comcast hi-speed internet u can. if u dont want 2 then u can get a blog at www.blogger.com/start. that's if u meant HOW u can make a webpage.

I can - im an experience webdesigner of both personal and business sites. I will only charge admin costs so will be very cheap.
