What do you mean, "better". They fulfill totally different functions. An army protects a country against dangers from abroad, wages war, whatever.
Police, on the other hand, have to maintain safety and security within the country.
Certainly noone is "better" than the other.

Police and soldier have almost the same role: protecting something or somebody!Neither one or another is better or worse, taking into account also that both are human beings and can die in their action!

Police, of course. Soldiers are devices of war, while policemen's job is to maintain order.

neither........both accept mediocre(at best) pay for the risk of death everyday.
Every time a policeman pulls a speeder, he may die, we've all seen the videos on TV.
Even in peace time, our soldiers drill and train in conditions that border on dangerous. I know soldiers that have died in training.
In war, soldiers have to do what they have to do. Or else they die.

They are two different entities.
A police officer is there to enforce the laws set down by the government.
A soldier is there to fight and protect their country.
