that question depends on what you believe.
do you think that america had knowlage of attacks?
if so then the anwser is america needed the war. be it for the oil or the rise of nationalisum (faith in america). as you can see all around you, by going into war we grew as a nation, yet nearing the end divided. all americans can agree that we are stronger after the war then before.
how ever if you feel that we did not know your anwser is as follows.
we were under prepaired. plain and simple. america is so big that there are infinate areas that could be attacked that it would hurt us.

Scare tactics. If we're going with the theory that Bush knew about it before it happened, than the only thing is that they wanted an excuse to go to war. America hasn't had a 'good' war in about a generation, they need something for the current soldiers. Our parents went to 'Nam and our Grandparents went to Korea and WWII. Our Great-grandparents had WWI. The cycle must continue. On the topic of Scare tactics, they needed something to keep the voters loyal to them. If 9/11 hadn't happened, many people would be turning away from the traditional American way of life, and becoming more liberal. With a 'war' going on, people have something to rally behind, and point a finger at a common enemy. (Though they still find time to point at perceived enemies in their own midst.)

Why would you want to prevent something that would unify your whole nation to rally against and fight a fictitious "war on terror".. They wanted this war. They wanted our tears. They wanted us to be angry. A lot of these posts I read before I answered I knew, I won't rehash, they did an exceptional job at giving you the facts. The real question is not why we weren't able to prevent the bombing, it is why we were not able to prevent our president getting appointed by the supreme court. Why we weren't able to change people's minds before he ran again- and cheated again. Why are people so quick to believe a pack of lies coming out of a mouth that is on a face that clearly says "I'm a liar." Maybe it's the Jedi mind trick....

Because the US didn't want to stop it.
The administration had plenty of 'intelligence' that it was going to happen (the Trade Center was on the cover of the intellgence briefing reports for several years!)
The admin was looking for an excuse to take action against Iraq, so they let it happen.
The same thing happened with Pearl Harbor (THAT IS FACT NOT SUPPOSITION) Roosevelt and the admin knew an attack was being planned against Hawaii and did nothing to prevent it. They wanted to join WWII and knew the American people wouldn't go to war unless we were provoked.

It all boils down to one thing, which has nothing to do with our "preparedness" or the President.
If someone is willing to give their life for a cause, you can't stop them. The most valuable thing a person has, is their' life. If they are willing to give it up; then the job, message, etc. will eventually reach the public. You might stop someone before they can "publish", their belief, but eventually someone else willing to "die for the cause" will succeed. If "9/11" hadn't happened on 9/11, it would have happened on another day.

Guess why no other body is involved in investigation except CIA & FBI
