try www.xilinx.com they have many different sizes and pin counts. they also have all of the tools. to get small quanities try www.digikey.com they may not be very cheap, but if all you need is small quanities it isnt too bad.

Xilinx sells individual quantities of CPLDs on their online store. They have free development tools - do a search on their website for WebPACK. It's got free synthesis and simulation, as well as the obvious implementation and download software.
You'll probably also want to pick up a programming cable at their online store so you can program the CPLD!
