I always see men doing this in public. Why do they do this?

Sometimes they scratch, but mostly they adjust. When it's a hot day and you have pants or shorts on and their really tight around the crotch area, it is uncomfortable. You can never get them in the right place.

First of all, that part you're saying is commonly hidden and thus, sunlight cannot reach in. And because of that, moist/moisture develop on that part which, when dried or mixed with other liquid or forms (such as sweat, dried skin, dead skin, etc...), it's tendency is to have a "chemical reaction", and as as an instinct, the men will scratch it... (^^,)
Like also for example, women also do that because the part we're talking about possesses such characteristics as stated above, and thus, the ladies will also scratch it..

well, it's pretty simple. That particular area is not the most comfortable place sometimes. I hope i don't gross you out, but locially i need to say it to allow you to understand. It is a very oddly shaped phalice. Testicals have hair and sweat glands that can become irritated under certain tempuratures and positions. SO a man, in order to be more comfortable with his normal day must make adjustments over the course of that day to make sure everything is less distracted. try not to think of it as gross. try to think of it along the lines of when a women has to adjust her bra on a regular basis to stay comfortable. It is along the same lines...

Because apparently their parents never told them that doing it in public is rude...kinda like whipping out a tit and breastfeeding or pulling your too-tight shorts out of your crack while standing in line at McDonalds.
It's not just men, people in general are just plain rude.
In defense though, you try walking around with your most sensitive bits hanging out, rubbing around inside your shorts and sweating all the time.

Because some time they need to be scratched and we can't find a bathroom or a place to give them a good scratch

Even women can can scratch where ever they want but men are generally shameless and so we can scratch, pee anywhere without any problem

I like to get my ball funk on my hand then shake someone's hand.Just when i am laying down to sleep I think about it and laugh my brains out. So, I do it so i can sleep at night.

Because they itch. I mean, I'm a girl, but come on, that's just obvious. And they adjust them because, really, think about it, how would you enjoy having a sweaty bag of skin hanging between your legs, sticking to your thighs and junk?
