I'd have to say Stu Hamm or Billy Sheehan. Those guys have the chops to do anything they want. Also, Yngwie Malmsteen is known as a guitarist but check out his bass work! Man!

either Mike Mills (REM) or Michael Ivins (the flaming lips) because they thought outside of the root-note box and did more melodic stuff, like Eric Judy of Modest Mouse does today.
