Outdoor ceiling fan, and definetely don't use black garbage bags, because they draw heat, because they're dark colored. If you're going to put garbage bags on the windows, use white, or buy some kind of curtains.

Depending on your climate - here in AL I'd recommend for a small barn a standard barn fan (large ones that can move a lot of air are at places like Tractor Supply for about $200-250). And in front of each stall - hung securely with cords protected and out of reach! - individual box fans (about $10 each). This would get you maximum air flow down the aisle and to each horse. A ceiling fan would actually be pushing heat back down at the horses...something up high to let the air out of the barn would be better. Ventilation system or loft windows.
The more air flow you have the better. I will agree about not blocking the windows - especially places like the midwest and south where it's already hot enough.

The best source for cooling is a good flow of air. The best choice for a good flow is the standard barn fan. It will move more air. AND, never cover the windows with anything!!!! It doesn't matter if the light is coming in or not. You must have the air flow. Any blockage of air movement will be a mistake. If you are able to cover the window in a way to block the direct light without blocking the airflow, that is preferable.
Heat is a very serious thing. Many people have lost horses to heat founder and those horses suffered. Please be careful.

Probably an outdoor ceiling fan. The problem with fans though, is they can create even more dust in an already dusty environment. If you have windows, put dark black garbage bags on the inside of the windows that get the most sunlight. That will help reduce the heat.

ceiling fans do work great. anything that will increase air flow in a barn. i do agree that you should never block windows! you should leave any door or window open.
