It appears that FEMA and HUDs current programs for mortgage relief apply only to homeowners who need relief from existing mortgage payments for homes within New Orleans.
However, you may be elegible for FHA programs where the seller pays a portion of your closing costs and/ or down payment. As well, as a buyer in this soft market you have considerable leverage in negotiation. Therefore, you may be able to get anxious sellers to assist you with all kinds of things from down payments, to closing costs without having to go through government programs like FHA, HUD, or FEMA. The seller would be able to write it off on their taxes as a cost of the sale.
