The characters must be appealing to the age of the audience.
.At the same time, the writing and jokes must be geared to the understanding of the projected age group.Otherwise, the cartoon makes no sense.
You need both an appealing character and writing/jokes geared to the appropriate age levels.

Are you kidding me? The writing of course. I don't care if the characters are stick figures, as long as the show is funny and intelligent.

Definitely the jokes/writing. Bad drawing can be compensated for with great jokes...the same is not true in reverse.
