Yes, the "goo" is being produced to flush bacteria out of your eye, most likely from the smog in the air. Just like snot in your nose (when your sick there is an overproduction to get rid of bacteria in your system).

You can keep your eyes from getting infected by using salt. Like tears salt is ideal to clean the germs. Apply salt to hands for a wet face rub and wash off when too strong. It is free.
