This is one of my summer cleaning things to do (it's still too chilly where I am to take them out for spring cleaning). I use a spray bottle of warm soapy water and spray them down while hanging from a line I tied from deck post to deck post. I let them sit for a few minutes then hose them off with light pressure from the sprayer. I give them the afternoon to dry and put them back up.

There IS no easy way that I've found...and, believe me, I've looked and tried most everything. The only thing that ever worked for me was taking them down and washing them -- in the bathtub, the shower, or outside with the hose, spraying them with a solution of ammonia and water. I tried the easy ways -- the Venetian blind brushes, the just wiping them off with the blinds tilted down and then up, the venetian blind cleaning tools -- those did NO good. Ultimately, I ended up getting rid of Venetian blinds and switching to fabric and wood. My mom, though, swore by a blind cleaner (a spray) that she bought at one of those dollar stores -- Dollar Tree or Family Dollar or something. The one she had was called something very original..."Blind Cleaner." It says it's "the easiest way ever to clean mini-blinds...No need to remove blinds, No spotting, streaking or rinsing." The product is made by EasyWay Products, Inc., out of San Diego CA. Maybe you could find something like that and give it a try?

I run hot water in the bath tub while adding Tide and degreaser. I then take the blinds down and soak them while I wash the windows. I rinse them with the shower and hang them back up to dry. I do this twice a year and have done so for 15 years. Blinds are like the day I bought them.

1st lay them on a tarped surface lawn best ( to pool water a Lil to soak) And have them closed and extended.
Use:

Spray on Simple Green All!! Then spray AGAIN w/ pine sol or degrease cleaner that shines, Spay them a lil H2o to keep wet-like
Let them sit 10 min

than:
Use a Paint Brush and brush them left to right of blinds / & also wear and old pair of knitted gloves : use finger tips between ea. blind per finger and from side to side .
This Gets both side @ one time Clean!! Rince!!!Both sides!!
Then hang them off 2 nails on a fence (is Best) too dry!!
Wall-La!! Clean Clean Clean!!
Or Just Buy NEW!!

My grandmother put her v-blinds in the bathtub. She used a brush and dish soap. Used cold water , as her blinds had wide fabric
tapes. Her blinds wer painted wood. She hung them acoss the clothes line to drip dry. Then re-hung them while the tapes were still damp. Sure am glad I don't have v-blinds!!!!

Easiest really is to buy new.
But if that's not an option...
I've used a steamer and they work quickly.
I've soaked them in a bathtub and if you have a bath aeriator they clean up really nice.
Maintenance them by wiping them off with fabric softener sheets.

I hung mine on two large nails on a sunny day. It was on the side of the storage shed. I took a soapy sponge and soaped them (just moved into a filthy house) and then let them hang to dry. Looked like new, they did!

I use the brush attachment on my vacuum. If it's really caked on dust you can try soaking it in the bathtub with hot water and dish soap then spray them with the shower head/
